This is vaguely scary stuff. I could be prosecuted for having my data cables and various bits of software which have the potential to allow me to change the IMEI of any phone. I admit that it's necessary as the blacklisting of mobile phones by all UK networks is a very good thing, and will hopefully prevent some mobile phone theft. But still, I don't want to have to prove that I ain't changing IMEIs with my cables and software.
On a sidenote - http://www.crimereduction.gov.uk/ is quite interesting in general.
(And btw - I still haven't started the laundry..... 40 mins and counting)
